In March 2017, the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development issued the Implementation Plan for the Domestic Waste Classification System, which requires the compulsory classification of domestic waste to be implemented in 46 cities across the country. In June 2019, nine departments, including the Ministry of Housing, the National Development and Reform Commission, and the Ministry of Ecology and Environment, jointly issued the Notice of the Ministry of Housing and Urban-Rural Development and other Departments on Comprehensively carrying out domestic waste classification work in cities at the prefecture level and above in the country.
The "Notice" proposes that from 2019, cities at the prefecture level and above across the country will fully launch the classification of domestic waste. From 2019 to the end of 2020, the 46 key cities that have been tested first should basically build a garbage classification and treatment system, and other prefecture-level cities should achieve full coverage of domestic waste classification by public institutions. That is to say, not only Shanghai, but all major cities will implement garbage sorting next.
